Tropical Storm Harvey has made landfall again in the US state of Louisiana after hovering in the Gulf of Mexico.

The hurricane has been downgraded by the National Hurricane Center, but it has devastated large parts of Texas city of Houston, leaving 20 people dead and thousands homeless.

The council has approved the transfer of $20m in funds to disaster relief.
